B. Car Rentals from Taxi/Cab stands:
While in Delhi, you can get a private car hired (known as a DLY because of its registration number) from any of the innumerous taxi stands all over Delhi. Each DLY can be hired for Rs. 450 for a duration of 8 hours or 80 Kms (whichever is earlier). Any extra kms are charges at @Rs. 4.5 per km. This cost includes the driver cost.

These DLYs can't be hired for self-drive and are usually souped up old Ambassador cars (rough but rugged for Indian terrain). Usually, the drivers are reliable and very friendly. These cars come out to be very cheap and inexpensive compared to the car rentals by Hertz etc. These taxi stands don't accept credit cards and would like you to settle the bills by the end of the journey in cash. The cab drivers expect a tip (which can vary between Rs. 100-200 depending on the nature and the length of the journey). Some of these cars have doctored meters, so you have to be cautious. Payment mode: Cash.

However, if you want luxury and the assured comfort, you may like to get in touch with the established car rental companies. Most of them do accept credit cards.

C. Local cabs:
You can hire a local cabs from the taxi stands, at the most prominent locations. The local cabs are colored in Black with Yellow tops and charge you by the meter. The initial meter reading is Rs. 5 and will change with the distance. Minimum cab charges start from initial Rs. 8.50 and Rs. 8 per km. travelled. You have to pay approximately 70% extra on the meter readings. There is an additional charge of 25% on the meter readings during the night hours (11PM-5AM). Payment mode: Cash. In case of excessive charging by the taxi driver, refusal to take passengers or any problems with the taxi driver, you may call 230782 to lodge a complaint. Any of the above can lead to the cancellation of public service license of the taxi driver.

D.Three wheelers auto rickshaws (referred to as AUTOS)
The most common mode of transport (next to buses) in Delhi is Three Wheeler AutoRickshaws. These are modified scooters and can accomodate 3 pillion riders. They charge by the meter. Its a bit confusing now with recalibrated and un recalibrated meters. Below is the information (vide notificaion NO. F.1 (31)/PA/SECY/STA/98/2002, Dated 19/08/98) that you will require.
Un Recalibrated:

Recalibrated:
  • The meter will read Re 1.00 when engaged
  • For every kilometer of travel, there will be an increase of Re 1.00. Which means, for a total of one kilometer travel, the meter should read Rs 2.00
  • The Waiting Charge is inbuilt. It is Re 0.30 for every three minutes
  • The follwing will be printed at the entrance to the autorickshaw on the partition facing the passengers' seat : "You have to pay (Meter Reading X Rs 2.50) + Rs 3.00, Night Charges (11.00 p.m. - 5.00 a.m.) 20% of total fare and Waiting Charges not payable".
Besides the above, there are luggage charges. The first 20 kgs are free. For every subsequent article weighing more than 5 kg, the charge is Re 0.50 per article. Payment mode: Cash. In case of excessive charging by the auto rickshaw driver, refusal to take passengers or any problems with the auto rickshaw driver, you may call 230782 to lodge a complaint. Any of the above can lead to the cancellation of public service license of the auto rickshaw driver.

E. Bus services from/to Delhi:
Most of the outbound bus service start from the Inter State Bus Terminus or ISBT at Kashmere Gate, Delhi. At the ISBT, one can easily find a bus service from Delhi to any of the neighbouring states like Haryana, Rajasthan, Punjab, Uttar Pradesh etc. connecting places like Agra, Jaipur, Jodhpur, Chandigarh, Jammu, Dharamsala, Shimla, Udaipur etc. by buses. Payment mode: Cash.
You can contact the ISBT offices at the following numbers:
General Enquiry 2968836 DTC Local Enquiry 3371745
Haryana Roadways 2961262 Himachal Roadways 2966725
Punjab Roadways 2961246 Rajasthan Roadways 22961246
U.P. Roadways 2968709
Most of these buses are very crowded and offer no prior reservation facilities. Travelling through these buses can be uncomfortable and tiring at times, but is an experience, especially if one wants to connect with the 'real' India.

The Tourist boards of various Indian states offer luxury bus services connecting Delhi with their respective states. These buses are cleaner and not crowded. You may like to get in touch with the State Tourist offices in Delhi to get more information on these bus services and reservations. Payment mode: Cash.
